State level planning

Comprehensive plan of the territory of the Republic of Lithuania is under preparation according to the Decision of the Government of the Republic of Lithuania. The Ministry of Environment performs the role of the organiser of the Comprehensive plan. The preparation of the document was based on legal demands of the “Law on Planning of the Territories” of the Republic of Lithuania (adopted by Seimas at the end of 1995).

Preliminary solutions are prepared. Draft of the “Preliminary solutions” has been a subject to public hearings during 2 1/2months procedure and 1 month of public exhibition in the summer of 1999. They passed public hearings in year 1999. National sectoral programmes were evaluated during the preparation of the draft comprehensive plan.

Following the stage of the “Preliminary solutions” the next step in this work will be the preparation of the “Development perspective for the year 2020 and solutions for the year 2010”.

Regional level planning

The new regional level administration (10 apskritys) was organised mainly during years 1995-1996 as a result of the Law of administrative units and their boundaries (adopted by Seimas in July 1994) introduced new division of the Republic of Lithuania. Due to this fact preparation of the new generation of regional plans based on new administrative responsibilities has started quite recently. Preparation of all comprehensive plans of the territories of apskritys (counties) is included into the list of adopted by the Government of Lithuania in 1999 national measures of implementation of regional policy.

Local level planning

All territories of local municipalities of administrative districts and urban local municipalities have their comprehensive plans. At the same time not all of them have passed correction following actual Law on Territorial Planning.

The most active is detailed planning as one comprising a legal basis for preparing construction projects. It is also most actively financed by all planning organisers (municipalities, private and legal entities) envisaged in the LTP.

Special plans are prepared in all levels of planning according to the fields of regulation and responsibilities assigned to various institutions and levels of administration.

All levels of administration are active no only in their home planning activities, but also in co-operation on international territorial planning.

Territorial Planning Register at the moment has registered 14 thousand units of comprehensive, special plans of all levels and detailed plans.

Future changes are envisaged in the legislation

LTP and Regulations on public hearings of projects of territorial planning documents are undergoing changes at the moment. The main aim is to simplify the procedures and enable to rationalise and make faster preparation of the territorial planning documents.

Specialists for planning of the territories are mainly prepared in Vilnius Gediminas Technical University and Kaunas Technological of University.
